The European Directive 2014/95/EU as regards disclosure of non-financial and diversity information by certain large undertakings and groups is applicable by European Union-based entities starting with the financial year commencing on 1 January 2017. Central and Eastern European (CEE) countries are reported to face difficulties when implementing new European or global accounting regulations and models. We investigate the quality of non-financial disclosures in Poland and Romania, the biggest CEE countries, prior to the European Directive’s adoption and explain the diffusion of this type of reporting through the lens of the institutional pressures. We find that prior regulation, local institutional characteristics, ownership, industry and auditors have an impact on the quality of disclosures. Poland experienced a higher extent of voluntary reporting, but Romania faced prior regulatory demands for non-financial reporting (NFR). We find that the overall disclosure score is higher for Romania, which provides support for the importance of regulations to strengthen the spread and quality of NFR. The research findings are relevant to practice and policy. This ex-ante evaluation of reporting practices and of their determinants is useful to understand how change occurs in practice and how companies react to regulatory and other institutional demands. 相似文献

A Bayesian network approach is used to conduct decision analysis of nutrient abatement measures in the Morsa catchment, South Eastern Norway. The paper demonstrates the use of Bayesian networks as a meta-modelling tool in integrated river basin management (IRBM) for structuring and combining the probabilistic information available in existing cost-effectiveness studies, eutrophication models and data, non-market valuation studies and expert opinion. The Bayesian belief network is used to evaluate eutrophication mitigation costs relative to benefits, as part of the economic analysis under the EU Water Framework Directive (WFD). Pros and cons of Bayesian networks as reported in the literature are reviewed in light of the results from our Morsa catchment model. The reported advantages of Bayesian networks in promoting integrated, inter-disciplinary evaluation of uncertainty in IRBM, as well as the apparent advantages for risk communication with stakeholders, are offset in our case by the cost of obtaining reliable probabilistic data and meta-model validation procedures. 相似文献

Scholars of environmental governance are increasingly intrigued by issues of scale. Efforts to institutionalise river basin management represent a pertinent exemplar, as they aspire to strengthen hydrological vis-à-vis political–administrative scales of governance. The EU Water Framework Directive (WFD) is one of the most ambitious policy initiatives worldwide to reconfigure water management planning around the hydrological scale of river basins. Whilst it is widely assumed that the WFD is rescaling water governance in Europe, few empirical studies have been conducted to ascertain how far this is the case, what scalar strategies and practices are emerging and to what effect. The paper addresses these open issues with a study analysing the multi-scalar actions of water authorities, water management organisations, local authorities and interest groups involved in implementing the WFD. It investigates how stakeholders are acting scalar from the local to the European scale and back to further their interests in the course of WFD implementation, focussing on the Wupper sub-basin in Germany. Drawing for conceptual insight on the human geography debate on the politics of scale and processes of rescaling, we demonstrate how all relevant stakeholders are increasingly working across scales to advance their interests but in very different ways, with different degrees of deliberation and to different effect. A typology of multi-scalar action is developed to interpret this diversity. The paper draws conclusions on how multi-scalar action is altering not only power relations between the actors but also the scalar configurations themselves. 相似文献
